<P>PROBLEM TO BE SOLVED: To provide an ionomer composition enhancing performance and durability of a fuel cell electrolyte membrane and an electrode. <P>SOLUTION: A fuel cell comprises a first layer 12 containing first ionomer and an additive. The additive contains metal oxide containing at least one oxide of Ce, Mn, V, Pt, Ru, Zr, Ni, Cr, W, Co, Mo or Sn. A product having the additive of at least 0.1 wt.% of the ionomer is disclosed as one embodiment.
