<P>PROBLEM TO BE SOLVED: To provide a communications device and congestion restriction control method, capable of achieving effective congestion control even when a load of maintenance operation processing is large, by implementing exact congestion control for maintenance operation processing. <P>SOLUTION: The communication device, having an identical CPU executing call processing and maintenance operation processing, calculates a maintenance operation processing activity ratio of the CPU by maintenance operation processing when an overall activity ratio (F3) of the CPU exceeds a first threshold value (F4) and executes regulation control for maintenance operation processing when the maintenance operation processing activity ratio exceeds a second threshold value (F5, F6). <P>COPYRIGHT: (C)2013,JPO&INPIT |
