<P>PROBLEM TO BE SOLVED: To enable easy checking of various states in a monitored area. <P>SOLUTION: In this invention, a travel speed V<SB POS="POST">R</SB>and a travel direction θ<SB POS="POST">R</SB>of people in an ordinary state under a circumstance where an unspecified number of people (moving bodies) comes and goes are previously evaluated. A state determining device, a state determining method and a program evaluate a travel speed V and a travel direction θ of people under the circumstance, compare the travel speed V and the travel direction θ with the travel speed V<SB POS="POST">R</SB>and the travel direction θ<SB POS="POST">R</SB>previously evaluated in the ordinary state, and determine whether or not a state under the circumstance is an extraordinary state on the basis of a comparison result. <P>COPYRIGHT: (C)2013,JPO&INPIT |
