<P>PROBLEM TO BE SOLVED: To provide a transmission control method and system by an access device in a radio communication system including a plurality of reception devices. <P>SOLUTION: An access device 420 communicates with a plurality of subscriber devices 450 which are reception devices, through a plurality of relay stations 440. When transmission data to the subscriber devices is received from a high-order device, the relay station 440 transmits it to the subscriber device 450, also generates an access reception indicator corresponding to the transmission data, and transmits it to the high-order device. When a subscriber reception indicator for first transmission data is not received, the access device 420 retransmits one or more portions of the transmission data to the subscriber device 450.
