This switching equipment comprises: an assessment unit which, when a telephone call is received by a second mobile device from a first mobile device, assesses whether access to a circuit-switched network, which is to be connected to the second mobile device, is restricted; and an access point switching unit which connects the first mobile device to a file server if access is assessed as being restricted. The file server comprises: an acquisition unit which acquires an audio message addressed to the user of the second mobile device if the file server is connected to the first mobile device; a voice file creation unit which creates an audio file containing an audio message; a storage unit which stores the audio file; an acquisition information creation unit which creates acquisition information for acquiring audio files; and a transmission unit which transmits the acquisition information to the second mobile device via a packet-switched network. The transmission unit transmits the audio file according to a download request, which is to be transmitted from the second mobile device that received the audio file acquisition information.
