An improvement is made to the reliability of fault determination in operation monitoring. A timing means (1b) measures the waiting time for receiving predetermined information from a monitored device (2) connected via a network. An inquiry means (1c) inquires a monitoring device (3), which is monitoring the monitored device (2), as to the operation state of the monitored device (2) when the predetermined information has not been received when the receiving waiting time limit has elapsed. A determining means (1d) determines, on the basis of the operation state of the monitored device (2) indicated by the response from the monitoring device (3), whether there is a fault in the monitored device (2) or there is a network fault between the monitored device (2).
