PURPOSE: An apparatus and method for managing cell reselection measurement between RAT(Radio Access Technologies) are provided to enable a user to simultaneously apply a portable terminal to various generations of a communication method by enabling the user to effectively setting cell reselection measurement between RAT. CONSTITUTION: A signal strength measurement unit(500) measures the signal strength of a serving cell. A cell reselection measurement management unit(502) transfers a current state to a measurement release holding state when the signal strength of the serving cell is bigger than a standard value in a cell reselection state between RAT. The cell reselection measurement management unit operates a timer. The cell reselection measurement management unit releases the cell reselection state when the signal strength is sequentially bigger than the standard value until expiring timer in the measurement release holding state.
