摘要 <p>The present invention relates to an image processing device and method capable of improving the image quality of a decoded image, and further improving the image quality of an image to be referenced from now on with motion compensation. A mosquito noise filter 114 is provided within a motion compensation loop made up of at least a computing unit 13, an orthogonal transform unit 111, a quantization unit 112, an inverse quantization unit 18, an inverse orthogonal transform unit 19, a computing unit 20, frame memory 22, a switch 23, a motion prediction/compensation unit 25, and a prediction image selecting unit 26. The mosquito noise filter 114 uses information from the orthogonal transform unit 111, quantization unit 112, and a lossless encoding unit 113 to determine whether to perform filter processing for removing mosquito noise. The present invention may be applied to an image encoding device for performing encoding with the H.264/AVC format as a basis, for example.</p>
