PURPOSE: A water treatment method using underwater plasma discharger and filtration membranes and an apparatus for the same are provided to extend the life of the apparatus by implementing an underwater plasma discharging operation to feed water before the feed water passes through the filtration membranes. CONSTITUTION: Feed water is underwater plasma discharged. The discharged feed water passes through filtration membranes(300). The underwater plasma discharging process is implemented using an underwater plasma discharger(200). The underwater plasma discharger includes a chamber(210), a first electrode(220), and a second electrode(230). The chamber ensures an underwater plasma discharging space. The first electrode is connected to a power source part. The second electrode is connected to the ground.
