PURPOSE: A method and device for forming a draining groove for a hot water mat are provided to improve productivity at a low manufacturing cost without expensive equipment. CONSTITUTION: A method for forming a draining groove for a hot water mat comprises following steps. A straight line(2a) corresponding to a straight part of a heating hose is formed in the center of a bottom pad(1). The bottom pad is curved in order that center of the bottom pad is placed lower than the one side. A curved groove corresponding to the curved part of the heating hose is formed while a core cutter contacts with the one side of the bottom pad. The bottom pad is supported to the upper part of a support table.
