PURPOSE: A peltier element and a footwear cooling and warming device using an electric charging method are provided to enhance electricity recycling ratio and nonutility generation. CONSTITUTION: A peltier element and a footwear cooling and warming device using an electric charging method comprises a footwear (1-1) consisting of heat conductive metal(1-4) and a Peltier element(1-2) included in the footwear. The peltier element delivers or captures heat and maintains the temperature of one side using an aluminum plate in order to enhance heating efficiency. A heat insulator is installed on the other side in order to enhance cold storage efficiency. After using the footwear cooling and warming device, the footwear automatically operates the charging system in order to enhance energy efficiency by recharging using a part of the used power.
