The base line comprises a hollow blade for guiding a flow, and a pivot (4) to rotate the blade. The base line is manufactured by assembling parts by an electron beam welding process. The materials of a first part and a second part of the base line are not directly welded with the each other while an intake material of a weld joint or a third part inserted between the first and second parts is directly welded with the first and second parts. The intake material of the weld joint or the third part is made of a material, which is directly welded with carbon steel and martensitic steel. The base line comprises a hollow blade for guiding a flow, and a pivot (4) to rotate the blade. The base line is manufactured by assembling parts by an electron beam welding process. The materials of a first part and a second part of the base line are not directly welded with the each other while an intake material of a weld joint or a third part inserted between the first and second parts is directly welded with the first and second parts. The intake material of the weld joint or the third part is made of a material, which is directly welded with carbon steel and martensitic steel. The pivot is welded with the blade by the electron beam welding process. A part of pivot is made of a single piece by molding or forging.
