A control device: calculates the access frequency for each content on the basis of the number of times content stored in each of a plurality of cache servers temporarily holding content is accessed; determines the arrangement of content in the plurality of cache servers, using at least two from among the load status of each of the plurality of cache servers, the topology information for the mobile network, visiting area information for terminals requesting content, and the access frequency; instructs the plurality of cache servers to hold content in accordance with the determined content arrangement; and, when a content request is received from a terminal, instructs the cache server holding the content among the plurality of cache servers to send the content via a packet transfer device. Congestion in the mobile network when distributing content is avoided. |
