PURPOSE: An electronic paper display device and a manufacturing method thereof are provided to form electrodes on both sides of a partition wall of a partition wall structure on which a twist ball is arranged, thereby easily adjusting the direction of the twist ball. CONSTITUTION: A lower partition structure(130) is formed on a first substrate. A lower electrode is arranged on the first substrate. A twist ball(140) is arranged in each cell formed by a partition wall of the lower partition structure. An upper partition structure(150) is arranged on a second substrate which faces the first substrate. An upper electrode(160) is formed on both sides if a partition wall of the upper partition structure.
