PURPOSE: A regulator with a switching element and an integrated circuit including the same are provided to shorten time required for restoring a lowered voltage level due to charge sharing to a target voltage level by including a voltage divider and comparator. CONSTITUTION: A regulator(400) includes a pump(410), a reference voltage generator(420), a comparator(430) and a voltage divider(440). The pump generates a high voltage and provides the high voltage to a high voltage output terminal(Vpp). The reference voltage generator outputs a reference voltage(Vref). The comparator compares the reference voltage and a second voltage(V2). The comparator generates a high level control signal or a low level control signal.
