PURPOSE: An image sensor, an image processing device and a manufacturing method are provided to input a transmission control signal to turn off a transmission transistor to a gate of the transmission transistor, thereby removing horizontal noise. CONSTITUTION: First pixels(122) are located in an active region(120) of a pixel array. Second pixels(142) are located in an optical black region(140) of the pixel array. The second pixels include a transmission transistor connected between the ground and a floating diffusion region. A transmission control signal for turning off the transmission transistor is inputted to a gate of the transmission transistor. The second pixels include a photoelectric transformation element connected between the ground and the transmission transistor.
