<P>PROBLEM TO BE SOLVED: To determine a cause of a communication error which has occurred in cryptographic communications without losing confidentiality. <P>SOLUTION: There is provided a network device configured to perform cryptographic communications with an arbitrary device. The network device determines whether a parameter which determines a system of cryptographic communications to be performed with the arbitrary device can be exchanged, and determines whether cryptographic communications can be performed, thereby determining a cause of a communication error when the communication error occurs between the network device and the arbitrary device.
