<P>PROBLEM TO BE SOLVED: To achieve stable and reliable communication in vehicle-to-vehicle communication for which a radio wave environment is momentarily changing. <P>SOLUTION: In the case that a communication terminal device functions as a transmission terminal, a cooperative communication determination unit 22 determines whether or not data desired to be transmitted should be transmitted by cooperative communication based on data received by an inter-vehicle group communication unit 20 and the like, and if it has been determined that cooperative communication is on, a cooperative communication request transmission control unit 24 selects a plurality of relay terminals from peripheral terminals belonging to the same vehicle group, assigns a code for cooperative communication to each relay terminal, and transmits a cooperative communication request to request transmission of data to a vehicle belonging to another vehicle group by cooperative cooperation to the selected relay terminals.
