<P>PROBLEM TO BE SOLVED: To provide a passage management system which manages passage at a gateway of a management area to accurately grasp a state in which a tailgate may occur and to prevent a tailgate. <P>SOLUTION: A passage management system 1 defines at least one of the outside and inside of a management area AR as a detection side, and acquires characteristic information from a detected person on the detection side. The number of persons who are present on the detection side and allowed to pass through is detected based upon the acquired characteristic information and information on previously registered persons who are allowed to pass through. Further, the inside of the detection area set on the detection side within a predetermined range from the gateway is scanned with laser light to detect the actual number of persons, and the number of persons who are allowed to pass through and the actual number of persons are compared with each other to determine whether the numbers match each other.
