<P>PROBLEM TO BE SOLVED: To provide a puzzle making device that enables further diversification of a puzzle. <P>SOLUTION: Using a setting means 2102, a sectional region for making a puzzle is set in a target image for puzzle making. Using a dividing means 2103, the set sectional region is divided into a plurality of piece regions. With a piece region image changing means 2104, each image of the plurality of piece regions after the division is changed in accordance with conditions of puzzle making.
