<P>PROBLEM TO BE SOLVED: To obtain a liquid ejecting head in which dielectric breakdown of a diaphragm and damage to a drive circuit are suppressed, and a liquid ejecting apparatus. <P>SOLUTION: A nozzle plate 31 is made of conductive ceramics and the nozzle plate 31 is grounded. Therefore, it prevents electric charge from accumulating on the nozzle plate 31, and also, prevents the electric charge from reaching a diaphragm 33 after flowing through ink, filling a pressure generating chamber 320, from a nozzle opening 310. Accordingly, it suppresses dielectric breakdown of the diaphragm 33 due to electric charge accumulated on the diaphragm 33.
