<P>PROBLEM TO BE SOLVED: To provide a transparent conductive substrate capable of, when used in manufacturing an organic electroluminescent element, preventing a non-light emitting area from occurring in an organic electroluminescent layer, and significantly improving enlargement of a non-light emitting area over time, to provide a manufacturing method of the transparent conductive substrate, and to provide an organic electroluminescent element having the transparent conductive substrate. <P>SOLUTION: The transparent conductive substrate comprises: a support body; a metal pattern layer 9 having an aperture on the support body; and a transparent conductive layer 4 on the metal pattern layer 9.
