PROBLEM TO BE SOLVED: To improve stability in image formation without sacrificing resolution.

SOLUTION: A multiple-value image is extracted in an image signal memory 11. A dot data generating portion 14 binarizes the multiple-value image extracted in the image signal memory 11 based on a binarizing pattern (binarizing dither matrix pattern) 12a. An image forming portion 15 forms an image based on this binarizing result. The binarizing pattern 12a is composed as a pattern where a plurality of pixels sequentially lighted up is arranged in a form of a matrix. Pixels from a first pixel to n×n-th (n is an optional natural number) sequentially lighted up are arranged in a shape of a square of n×n.
