<P>PROBLEM TO BE SOLVED: To provide a mixture for pavement which can offer a pavement that can be manufactured at normal temperature and constructed at normal temperature and also has sufficient flexibility and strength. <P>SOLUTION: Provided is a mixture for pavement containing aggregate, solidification material, asphalt emulsion, and water absorbing material.
