<P>PROBLEM TO BE SOLVED: To solve the problem that a conventional toilet paper holder needs preceding actions of opening its cutter (upper cover) or rotating a paper roll to pull out a cutting top of the toilet paper with difficulties of picking it and cutting, and that it rotates out more than necessary with the inertia of the paper roll if the toilet paper is pulled out too strongly in a rush. <P>SOLUTION: Cutting toilet paper is carried out by sandwiching the paper with a receiving board made above the paper roll and a cutter.
