<P>PROBLEM TO BE SOLVED: To restrain power consumption while improving print quality in a thermal head. <P>SOLUTION: A heating element plate 20 comprises: a heat insulation layer 22b formed on the surface of an insulation plate 22a so as to form a hollow extending in a main scanning direction; a heat generation part 23b formed on the surface of the heat insulation layer which generates heat due to a flow of an electric current in the upper part of the hollow A; and a thermal conductor provided in the hollow A and forming a gap between the heat generating part and the insulation plate at a normal temperature state.
