<P>PROBLEM TO BE SOLVED: To provide an image decoding device capable of decoding an image stream so as to maximize the number of pixels to be displayed at the position of an output image designated by a user. <P>SOLUTION: According to the coordinate position of an output image on a two-dimensional surface and region image positional information, a read-out determination part 102 determines, as a region image to be read out, a region image in which the number of pixels of the output image is maximized with respect to each region image. A read-out part 101 reads out a determined region image stream such as a region image stream B, and a decoding part 103 decodes the region image stream B to obtain a decoded image. A cutting-out position determination part 105 determines a position of cutting out the output image from in the decoded image, according to the coordinate position of the output image and the region image positional information.
