PROBLEM TO BE SOLVED: To inhibit winding deviation or slackened winding due to the collapse of a knurling.

SOLUTION: The device for forming a knurling 17 includes a coating die 61d, and drying ducts 62a and 62b. The coating die 61d makes a continuous outflow of a knurling formation solution 64 to a lug part 11e. A liquid film 68 composed of the knurling formation solution 64 is formed at the lug part 11e. The drying duct 62a sends a drying air 63a to the liquid film 68. The drying duct 62b sends a drying air 63b to the film surface opposite to the surface in which the liquid film 68 is formed. A knurling solvent 66 vaporizes from the liquid film 68. Finally, the liquid film 68 becomes the knurling 70 composed of a knurling raw material 65 in the drying process to vaporize the knurling solvent 66 from the liquid film 68.
