PURPOSE: A multifunctional water storage system and method for reducing contamination caused by initial rainwater and preventing a city from flooding is provided to efficiently manage a downtown drainage system. CONSTITUTION: A multifunctional water storage system(1) for reducing contamination caused by initial rainwater and preventing a city from flooding comprises a water distribution tank(100), a high-density storage tank(200), a medium-density storage tank(300), a low-density storage tank(400), and a simple treatment facility(500). The water distribution tank sorts water depending on the content of contaminants and distributes the sorted water to the high-density, medium-density, and low-density storage tanks. The high-density storage tank temporarily stores high-density water and discharges the high-density water to a sewage disposal plant(700). The medium-density storage tank temporarily medium-density water and discharges the medium-density water to the sewage disposal plant. The low-density storage tank temporarily stores low-density water and discharges the low-density water to the sewage disposal plant.
