<P>PROBLEM TO BE SOLVED: To surely improve controllability such as quick responsiveness or setting property of the aperture control of a control valve without sacrificing any basic function. <P>SOLUTION: A table TB1 in which the range of currents which can be obtained from supply currents I is divided into a plurality of current ranges, and the control configurations (single loop control, double loop control or the like) of the aperture control of a control valve 2 to be executed by a basic function circuit part 7 are determined for each of the divisions of the current range is stored in a memory 5. A CPU 4 is configured to detect the actual value of the supply currents I, and to determine whether or not there is excessive currents which can be distributed to the basic function circuit part 7. In this case, the CPU 4 is configured to define the supply currents which exceed 4 mA as excessive currents, and to send a command to a current regulation part 8 so that the excessive currents can be distributed to the basic function circuit 7.
