PROBLEM TO BE SOLVED: To quickly and automatically make a manufacturing plan which a planner accepts.

SOLUTION: A priority plan making unit 204 is configured to make a cast plan (priority plan prior to correction) by obtaining the optimal order of casting of all charges as the object of planning on the basis of a value of a predetermined evaluation function for evaluating the quality of the order of casting of the charges, and to create and display a priority plan by removing a section of non-priority charges from the cast plan. A priority plan correction unit 205 is configured to make a planner correct the order of casting of priority charges included in the priority plan. Then, a detailed plan making unit 206 is configured to make a detailed plan by obtaining the optimal order of casting of all the charges as the object of planning on the basis of the value of a predetermined evaluation function for evaluating the quality of the order of casting of the charges under such constraint that the order of casting of the priority plan posterior to correction is not changed.
