PURPOSE: A network creating method for ship monitoring and a system thereof are provided to minimize network facility construction cost of land while monitoring ship information of a wide range region consisting of a plurality of cells. CONSTITUTION: A ship monitoring system(100) comprises an external interface part(110), a VHF(Very High Frequency) information processor(120), a ship information controller(130), and a database(140). The external interface part grasps the location of a ship in which the ship monitoring system is loaded through a GPS(Global Positioning System). The external interface part collects individual ship information included in a cell in which the ship is located through a ship automatic identification system or radar. The VHF information processor collects a plurality of ship information from the ship monitoring system which is loaded in other chip through VHF communications. The database stores the individual ship information and the plurality of ship information. The ship information controller comprises the cell-based region composition information. The ship information controller periodically transmits the ship information saved in the database to a ship of an adjacent cell when the ship is located on a reiteration region between cells.
