PURPOSE: A portable driving condition determining device and method thereof are provided to generate a warning in real time according to driving condition based on driving patterns of a driver. CONSTITUTION: A driving condition determining unit(130) sets a reference point by using traffic line information. The driving condition determining unit compares the traffic line information with the reference point based on a preset time interval. The driving condition determining unit calculates a standard deviation. The driving condition determining unit determines whether the standard deviation gets out of a preset range or not. If the driving condition determining unit determines that the driving condition of a vehicle is abnormal, an alarm unit(170) generates a warning message or a warning sound.
