<p>PURPOSE: A tool holder and a machine tool are provided to restrict the centrifugal force of coolant as the coolant is jetted through a jetting hole placed at the bottom of a cover. CONSTITUTION: A tool holder(1) comprises a shank unit(2A), a tool attaching part(2B), a cover(20), a bearing(30), and a stopper. The shank unit and the tool attaching part are formed at one end and the other end, respectively. The shank unit is supported to a spindle(S). A tool(T) is inserted into an insertion hole(4) formed at the front section(5) of the tool attaching part. The cover comprises a cylindrical wall(22) and a bottom side(24). The cylindrical wall covers the outer surface of the tool attaching part. The bottom side covers the front section of the tool attaching part. The bearing is placed between the cylindrical wall and the tool attaching part. A through hole(12) and an outlet(23) are formed on the bottom of the cover. The tool penetrates the through hole.
