CONSTITUTION: A message service apparatus(130) asks a question for services based on a subscriber information database. The message service apparatus confirms whether a telephone number is moved from a reception network when subscriber information is not existed in a subscriber information data base corresponding to the reception number. The message service apparatus confirms a routing number corresponding to the reception number from a number mobility database.
