PURPOSE: An imaging forming device is provided to form a high quality image by preventing the generation of a image scratch caused by the reduction of toner in a developing device. CONSTITUTION: A first carrier member includes a first rotary shaft and a stirring wing placed on a outer surface of the first rotary shaft and rotating with the first rotary shaft. A top board(60T) is placed on the top of the first carrier member and extended in a fist rotary shaft direction to cover the first carrier member. A housing includes a toner bearing member and the first carrier member. A toner supplying hole(60H) is formed on the top board and receives toner onto the first carrier member.
