<P>PROBLEM TO BE SOLVED: To provide a gravure printing plate and a printing device for preventing streaks or blurring. <P>SOLUTION: The gravure printing plate includes a printing cylinder and a cell border. The printing cylinder includes a surface for receiving paint. The cell border is formed by a plurality of linear portions formed with a predetermined width on the surface. The cell border forms a plurality of cells having a polygonal opening on the surface. When the area of the opening with the predetermined width set to zero is a reference area, the predetermined width is set so that the opening is formed with an area ratio of 70-80% with respect to the reference area.
