<P>PROBLEM TO BE SOLVED: To provide an adhesive label issuing device which is subject to structure simplification and cost reduction and can maintain a prescribed adhesive force for releasing an adhesive label for a long period of time and stably transport and maintain the adhesive label and a printer. <P>SOLUTION: In the adhesive label issuing device having an adhesive force developing unit 4 developing the adhesive force of the adhesive label L having an adhesive layer on the rear side of a heat-sensitive coloring surface of heat-sensitive paper by heating the adhesive label L from the adhesive layer side, and a transport unit 5 arranged on the downstream side of a sheet feeding direction of the adhesive force developing unit 4 and transporting the adhesive label L, the transport unit 5 has a transport belt 54 transporting the label L with at least a part thereof being stuck and held by a prescribed adhesive force capable of label release.
