<P>PROBLEM TO BE SOLVED: To perform appropriate charging management corresponding to actually utilized services and the contents by considering a scale of a user company performing a warehouse management job. <P>SOLUTION: The number of specifications printed on a business form outputted by an instruction from each user terminal 13 is counted, and a value of the number of business form output records obtained by the count is stored corresponding to a pertinent user in a member management table. A basic charge and the value of the number of the business form output records are read for a prescribed user stored in the member management table, a prescribed lower limit charge value is determined as a specific charge when the value is equal to or smaller than a predetermined prescribed lower limit value, a prescribed upper limit charge value is determined as a specific charge when the value is equal to or larger than a predetermined prescribed upper limit value, and the lower limit charge value is added to a multiplication value of the number of the business form output records and a prescribed coefficient to determine a specific charge when the value is between the prescribed lower limit value and the prescribed upper limit value.
