PURPOSE: A carbon-polytetrafluoroethylene(PTFE)-hydrophilic binder sheet electrode for an electric double layer capacitor and a manufacturing method thereof are provided to easily control the thickness of the carbon-PTFE sheet electrode by using PTFE. CONSTITUTION: Hydrophilic binder solution is formed by dissolving hydrophilic binder in solvent. A paste composition is formed by kneading the mixture of activated carbon, PTFE and the hydrophilic binder solution. A sheet is formed by rolling the paste composition. The sheet is attached on a metal foil by using a conductive adhesive.
