PROBLEM TO BE SOLVED: To more accurately realize a system for verification which is equivalent to a situation where a failure actually occurs.

SOLUTION: The scenario data generation apparatus comprises: a storage part which stores information of communication data acquired in a network to be verified; a scenario data generation part which generates scenario data for realizing an operation of a communication device installed in the network in other communication devices based on the information of the communication data to be stored in the storage part; and a transmission condition setting part which sets conditions for realizing transmission timing of the communication data, which the communication device transmits in the network, in the scenario data when realizing the operation of the communication device in other communication devices. The scenario data generation part generates scenario data so that other communication devices can determine timing at which other communication devices transmit the communication data based on the conditions set by the transmission condition setting part.
