<P>PROBLEM TO BE SOLVED: To provide technology capable of reducing a human workload by reducing the number of use components to simplify a configuration as a whole. <P>SOLUTION: In the case of using a solar panel (solar power generation device 104) for charging, a state observation device 100 measures a current value for charging every fixed time by using an EDLC current detection part 116, and can correctly calculate charge capacity of an EDLC 102 by a control part 112 by using the result thereof even though the current value for charging does not become constant current but fluctuates unexpectedly. Further, a calculation result of the charge capacity is compared between a plurality of charging cycles, the state of deterioration of the EDLC 102 can be determined from the change thereof and residual life can be predicted. <P>COPYRIGHT: (C)2013,JPO&INPIT |
