<P>PROBLEM TO BE SOLVED: To suppress the accumulation of residual potential even after repeated static charging and elimination. <P>SOLUTION: An electrophotographic photoreceptor includes a conductive substrate 1, and a photosensitive layer 2 on the conductive substrate 1. The surface layer of the photosensitive layer 2 (protective layer 2C) contains: at least one compound selected from a guanamine compound and a melamine compound; a cross-linked product of a charge transport material having at least one substituent group selected from -OH, -OCH<SB POS="POST">3</SB>, -HN<SB POS="POST">2</SB>, -SH, and -COOH; an oligomer containing fluororesin particles and fluorine atoms; and at least one solvent selected from a lower alcohol solvent having 6 or less carbon atoms, a keton-based solvent, an ether-based solvent, an ester-based solvent, and a hydrocarbon-based solvent.
