摘要 <P>PROBLEM TO BE SOLVED: To provide a porous electrode substrate that contains only a small number of ruptured carbon staple fibers and excels in conductivity, and to provide a method for manufacturing the same. <P>SOLUTION: A method for manufacturing a porous electrode substrate comprises the steps of: (1) manufacturing a precursor sheet where carbon staple fibers (A), and at least one of carbon-fiber precursor staple fibers (b1) and fibrillated carbon precursor fibers (b2) are dispersed in a two-dimensional plane; (2) pressing the precursor sheet under heat with a continuous heat press roll apparatus having one or more roll pairs composed of a flat roll with arithmetic average surface roughness of 2.0 &mu;m or less, and an embossing roll with arithmetic average surface roughness of 5.0 &mu;m or more and 20 &mu;m or less; and (3) carbonizing the precursor sheet pressed under heat at a temperature of 1000&deg;C or higher.
