PROBLEM TO BE SOLVED: To provide a gas diffusion layer which has an intermediate layer with excellent stability, and which allows satisfactory fixation between an electrically conductive porous gas diffusion substrate and the intermediate layer.

SOLUTION: Provided is a gas diffusion layer in which an intermediate layer 2 made of mixed powder of electrically conductive carbon powder and a binding material is formed on a surface of an electrically conductive porous substrate 1. The average particle size L of the mixed powder is smaller than the surface roughness Ra of the porous substrate 1.
