<P>PROBLEM TO BE SOLVED: To minimize the deterioration of image quality while achieving a predetermined response time. <P>SOLUTION: A server device comprises a reception part, an acquisition part, a difference extraction part, an estimation part, a determination part, a compression part, and a transmission part. The reception part receives operation information from a client device. The acquisition part acquires a display image according to the operation information. The difference extraction part extracts an area in which pixel information does not match between an image transmitted to the client device and the display image. The estimation part estimates an elapsed time from the reception of the operation information to the acquisition of the display image. The determination part determines, on the basis of the elapsed time, an image quality for which a response time from the reception of the operation information to the transmission of a response to the operation information to the client device is shorter than a predetermined value. The compression part generates a compressed image into which an image in the area is compressed with the determined image quality.
