<P>PROBLEM TO BE SOLVED: To provide a relaying device, a mobile terminal, and a data communication method that enable communications by user data with certainty when communications through respective traffic channels are congested in the event of an emergency, a disaster or the like. <P>SOLUTION: A data communication method is for transmitting user data between a mobile device and a relaying device, placed on a wireless access network, for performing radio resource control over a communication with the mobile terminal. For example, a mobile terminal UE divides user data by predetermined data volume that can be accommodated in a RRC message, and creates a plurality of RRC messages, each including the predetermined volume of user data, to transmit the created data to a relaying device RN.
