<P>PROBLEM TO BE SOLVED: To provide cookies and a method for manufacturing the cookies excelling in melting in the mouth compared with conventional ones. <P>SOLUTION: Superheated steam processing is performed in a cookie baking process to obtain cookies excelling in shape holding property even when the fat and oil content is high. Sensation excelling in melting in the mouth with the high fat and oil content can thereby be achieved. Further, 35-50 wt.% can be achieved as the fat and oil content of the cookies after baked.
