PROBLEM TO BE SOLVED: To provide a construction machine using a hydraulic motor and an electric motor together for driving a revolving superstructure while regenerating its stopping energy as electric power to assist the revolving superstructure to be driven and also securing good operational feelings and work capacity even when the electric motor does not work.

SOLUTION: A controller 51 controls a hydraulic circuit device 40 (particularly, a revolving direction/flow control valve 37, and a center bypass cut valve 38 and a regulator 64) to increase the output torque of a revolving hydraulic motor 27 by an equivalent that a revolving electric motor 25 is not driven, to be higher when the revolving electric motor 25 is not driven than when the revolving electric motor 25 is driven.
