PROBLEM TO BE SOLVED: To provide a technology to determine an authentication state of an ONU without using a control monitoring operation system.

SOLUTION: A communication monitoring device 9 includes: an optical signal reception part 91 for monitoring a control frame transmitted from an ONU2 to an OLT1 in response to a transmission permission message transmitted from the OLT1 to the ONU2 on a communication path between the OLT1 and the ONU2; and a signal processing part 92 for measuring the number of control frames monitored at the optical signal reception part 91 within a predetermined period of time and for determining if the ONU2 is permitted to communicate with a backbone network 3 connected to the OLT1 based on the number of monitored control frames measured within the predetermined period of time.
